torrent tracking

hello i was wondering if there is a way to track the seeders and leechers from a tracker of a torrent file?

what language could i use to do this?

do any of you have an example id like to try to do this my friend thinks hes uber elite and untraceable due to his bandwith settings for the torrent client i want to show him i can track him irregardless because i argue if hes in the swarm and downloading he is a leecher which the tracker would have to manage to remember who to send to and what ?
