i was using wireshark and a packet it captured had came from a ip and it went to my router i did a whois on the soucre of the packet it came back NNIC which is Navy Networking Information Center ,what do you thik cuased them to send a packet to my router ??am i being monitored ???

You have to do these two things at the same time.
