A malware is a malware because of what it does, not because of the way it does it, so your question doesn’t have any answer, sorry. Notepad is also not a programming language, and there is no such thing as a notepad virus as you call it.

i meant i typed in cmd commands and changed the notepad to a .bat file, i should have made that more clear

Sorry to tell you that, but the truth is that you won’t really hurt with “notepad viruses”
They are just some commands that let you perform some special things on your computer, but nothing really worth it

If you want to create real viruses, you’ll have to script, crypt, and know how networks works and you’ll be good at it :)
