They are not saying that they cannot help, if you read between lines you will understand that they do not WANT to help you. We don’t know what you are trying to do and why, but we can tell that it looks illegal. And as @dloser says, we are not dicks. It means we are not here to harm people. If you need help to do such things, go elsewhere and stop posting here. Or even better, stop trying to do despicable things.
