They probably have a number of aquariums set up with webcams. The mouse movement can then be translated to a moving piece of food, for example. It’s just a matter of figuring out how many simultaneous users you will likely get and then getting as much whales.

(That or a bunch of layers on top of each other where the first moves in the direction of the mouse and creates a history for the rest to follow. :P)
