I cant create a ticket nor delete my account! Can anyone help me?

But that functionality is broken! If you are an admin,

SQLSTATE[23000]: Integrity constraint violation: 1451 Cannot delete or update a parent row: a foreign key constraint fails

This is the piece of error you may want to look for a fix.
